To Decree & Declare Really Means What 6-5-25 @5:44 PM Shared 6-6-25 

 

Hi, this is Vicki Goforth Parnell. I have come to speak to you today about, ‘To decree and declare really means what.’ This is actually a conversation I had with our lovely Jesus Christ. 

Again, I had mentioned it on the prior video that I released earlier that someone had a concern and I appreciate that, but they were concerned as it set off a red flag when I said I decree and declare. This is referring to a dream I released, ‘Man's mind is not meant for that dream.’ That was on 6-1-25, but it was shared on 6-4-25. Before that, the Lord had me pray a specific prayer and in it, I did say, I decree and I declare. For me, I already had an understanding of what decree and declare meant. If it's in the Word of God, probably God will back it up. But they brought to my attention about it being misused, and it is. Just because they say this,  I can't take that at face value. I did seek the Lord Jesus Christ. Lord, what are they talking about? And because they said, ‘The Lord has even said this,” well, no offense meant or anything, that's not good enough. I have to try to test and discern it and that's what I did. He said, ‘Yes, there's some doctrines of devils going around concerning it, but there's a reason why that's been going around.” So, we're going to pray and then going to read you and discuss with you, Lord willing, what He's been showing me about this because He's been showing me and talking to me about taking my authority in the Kingdom of God, in the Kingdom of Heaven, through the power of Jesus Christ's Name. There's more to it than what we do and those words seem to carry a stigma that's undeserved. I pray that after we're done, this will clear it up in Jesus Christ's Name and that arrows of truth would go forth. 

 

So I just flat out asked the Lord Jesus Christ after praying and Father God, and this is what was given. If you have discernment, which I pray that you try to discern this, there's so many ways that the Lord has given us to be victorious. Part of that is discernment through the Name of Jesus Christ, the Word, discernment, the gifts of the Holy Spirit, the Holy Spirit operating in us and so much more. “Daddy, God, how am I supposed to address Your children about declaring and decreeing? That's what it's called for short, declaring and decreeing. This is making statements and declarations. That's all it is. It's making statements and declarations. Now, a decree, decrees, official orders or decisions that are issued or spoken by someone in authority. We have the authority given to us by our new birth in Jesus Christ and through His Name. This is the authority of the Kingdom of God of Light. 

 

Luke 10:19 Behold, I give unto you power to tread on serpents and scorpions, and over all the power of the enemy: and nothing shall by any means hurt you.

 

Matthew 18:18 And whatsoever thou shalt bind on earth shall be bound in heaven and whatsoever thou shalt loose on earth shall be loosed in heaven. Therefore, assuring us we have all authority through Jesus Christ.

Matthew 16:19 And I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.

 

Okay, we've been given the keys to the kingdom of heaven. All control, all power, all authority as with Jesus Christ. Let me read this before we go into it to give you an understanding that it's all based on Scripture and that's what it has to be based on… theWord of God. That's also where we have our authority of whatsoever we bind on earth to be bound in heaven. 

 

Colossians 1:13-14 

13 Who hath delivered us from the power of darkness, and hath translated us into the kingdom of his dear Son:

14 In whom we have redemption through his blood, even the forgiveness of sins:

 

This shows us that we are translated. We're into a different kingdom now, the Kingdom of Light. 

 It's not about declaring to get things from Heaven, that's not coming. It's making a statement of faith, using a decree, in our power and authority given in the authority of Jesus Christ. 

How do I do this? So my understanding from talking to a few other people, a lot of this is declaring and decreeing is used with prosperity doctrine. I decree you give a thousand dollars and I decree you'll get a hundred fold back… I ain't into money. I think that's garbage. You're twisting the Word of God. When you do something and you're paid back by God, it may not necessarily be money. It may be blessings, it may be food, it may be Salvation for your child. This needed to be addressed. Here we go. That was my talking to the Lord. 

 

“As I told you, daughter, a declaration is just an announcement. That’s all it is. A declaration is just an announcement, but a decree is something you speak in authority in MyName. Like when you cast out a demon, you are decreeing he has to go. In the Name of Jesus Christ, get out! Or I cast you out in the Name of Jesus Christ. That is a holy decree and order of authority. When you are binding demons and you're casting them into the abyss, this is a royal decree because you're doing it in the authority of My Name and I am the Son of God. We are of the Kingdom, My Father's Kingdom of Love, of Light.” 

 

I just showed you where we were translated, meaning transferred to His kingdom. 

 

This is not you saying, ‘I decree you shall have blessings and money will find you.’ No daughter, it's more than that. It's using the authority of Jesus Christ, My Name as given to Me by My Father to cause you to be overcomers. It's not a wish list guarantee. It is a casting out demons, raising the sick, raising the dead, making a declaration that you will no longer be a puppet to the kingdom of darkness, kind of decree, kind of authority. The kingdom of darkness has tried to stifle My children from making bold statements. That's what a declaration is. A bold statement of faith. It's an announcement and a bold statement of faith and because they have tainted, I decree and I declare, My children shrink back from it because they do not want to be deceived. That's wisdom, but that's also fear. Instead of seeking it out to find out what it means, they hide in the shadows.

They're afraid to speak it, afraid that they will get into error. Was it not bold statements that Peter made when he told the lame man to rise up and walk? Then he reached out and grabbed his hand when he said, ‘Rise up and walk in the Name of Jesus Christ. Through Me, through Me, daughter, through Me, through Me, bold statements. They're trying to silence the bold statements of faith. That's a declaration, bold statements of faith that are backed up by My Word. 

 

That's what a declaration is in the Word of God, in the authority in Me, not bold statements of, ‘I'm going to get a million dollars,’ not bold statements, ‘Blessings are coming. I'm going to get more money,’ and that's where most people want to put it with the prosperity doctrine. And daughter, that's not what it means. This is why I had you say this in the prayer. So it could be brought to the attention of My children. When you made the declaration to the kingdom of darkness that I fought for you, that they messed with the wrong person. That was a bold declaration. When you declared even on the videos, ‘Kingdom of darkness, you have met your match because Jesus Christ fights for me.’ That is a bold declaration. Then when you say, ‘I will not be done this way anymore,’ that is a righteous declaration and decree. When you speak in faith in My Name, that's what it's all about, daughter, That's what it's all about. 

 

Decreeing and declaring the reason this has been twisted is so My children will set back timid to step out in faith. My disciples and apostles were not timid. They were bold in their faith. They were bold in their declarations. They were bold in their decrees. Just like Paul, when he turned around and he cast the spirit of divination out of the woman that was giving futures…futures, and fortunes. My authority daughter allows you to make holy decrees. What are holy decrees? What are decrees? (Now He's asking me that.) They're orders and commands given in authority. Exactly daughter. So the kingdom of darkness is trying to stifle My children, rising up and using their authority of My Name, in My Name, through My Name to make bold declarations, to make decrees. 

 

For example, daughter, ‘I decree in Jesus Christ's Name, no weapon formed against me shall prosper because of Jesus Christ.’ A bold declaration. It's a decree, also a declaration decree. 

You're decreeing, you're making a royal command that you're putting your faith behind the power of My Word. Declaring is simply making an announcement. As I showed you daughter, making something known. Even those that abuse it do not even understand the meaning of these words. 

So daughter, you have not done wrong. My people are just dis-informed and misled. This is in My Word. Does it not even say that Gabriel brought messages? Yes. This is my response. So that's what a declaration of what you're going to do? Yes, daughter. 

 

The annunciation was made to Mary. It was, ‘She was going to have a child.’ This was a holy declaration, but it was also a decree because it was established in Heaven by the Courts of Heaven, by My authority, by My Father's authority, for We are One. When you step out in My Name in faith and you start praying My Word and speaking My Word over you, it is a declaration done in My Name. When you start giving commands and authority like, ‘Satan, you will not touch my family in Jesus Christ's Name,’ you have made a holy command, a decree and a declaration. 

This is what My children don't understand, daughter. This is what they don't understand and you're going to share it with them. “With your help, Lord Jesus.” And He said, “Yes, with My help.

And in these verses you will see where Peter in the verse of two says, ‘Silver and gold have I given to thee in theName of Jesus Christ of Nazareth, rise up and walk.’ That's what he said. A bold statement and a declaration, decreeing you're going to walk, declaring, “In Jesus Christ's Name, you're going to walk,’and then even stretch out his hand in faith. The man rose up and walked. Now, the reason I say decree, it's in Job 22:28. I stick to what the Word says. But we even see where Jesus made declarations when He said, ‘Peace be still to the storm.’ He gave a command. He gave an intention. He made it known. ‘You're going to be quiet.’ He decreed it and He declared it and it happened. This is not those that would use it in the wrong way.I went to the Lord Jesus Christ when I was asking for it and He sent me to Job 22:28. Thou shalt also decree a thing and it shall be established unto thee and the light shall shine upon thy ways. 

 

The light….Jesus Christ is the light. You decree it. When you give the decree, that's just again another, an order or a decision made in Heaven….when you make a decree, we do that in the authority of Jesus Christ, representing the Kingdom ofLight. When your life lines up with Jesus Christ, it's going to happen because your will line up with His too. When you're to the point where you're casting out demons, when you're to the point where your prayers are being answered, then you also know that what you're praying is not going to be in vain repetitions. You're going to be praying more as the Spirit leads, the Holy Spirit, our sweet dear friend, Holy Ghost Spirit. So in all these things, if it bothers you or you don't want it to be associated with something that's good, but trying to be twisted into bad, you can say, ‘I make an announcement.’ You know, ‘I make an announcement to the world.’ ‘I make the announcement,’ but you know, declaring is just simply making an announcement. I do recommend when you start praying and do these things, speak it out loud because death and life is in the power of the tongue. When you speak it out loud, it goes into all existence. In all this firmament, it goes up to God. Therefore death and life is in the power of the tongue. I speak and pray the Word over myself and my family, this ministry and brothers and sisters in Jesus Christ all the time and I see a difference when I do. 

 

In His Name, in Jesus Christ's Name, again, it’s a decree, an official order. Why is it official? We are representatives of the Kingdom of God. We're kings and priests. That's what Revelation says. It says, I think in Peter also, we're kings and priests through Jesus Christ and our new birth. There's neither male or female. So what does that mean? Well, we're royalty. It even says we're royalty because we have the authority of Jesus Christ. We operate officially in His power and Name. Decrees are official orders or decisions that are issued or spoken by someone in authority. If you've accepted Jesus Christ into your heart and call Him your Lord and Savior, your Lord. Guess what? You are now a person in authority in the Kingdom of God. To declare, to make known something, to make something known, to announce something, an announcement, doesn't have to be shouted out. It doesn't have to be. So when you say, ‘I declare and I decree,’ you're saying, ‘I'm making an official order or decision.’ 

 

‘So I declare and decree Satan, you will never touch my children again.’ I am giving an official decision and making this known to the kingdom of darkness. I'm standing on the Word of God for this in Jesus Christ's Name. Then don't waver no matter what it looks like. Don't waver because things may look like the enemy’s still having his way. No, God has to work around the pieces. 

God has to work around pieces. People have their own choice. They have free choice to accept Him or not. If you're a child of God and you can say, ‘Jesus Christ is your Lord,’ there are promises to your seed. Lord knows who's savable and who's not. He knows who He created and who's not for him or who's fallen angel. He knows. If you have been given a promise, hold up the Word of God. 

The Holy Spirit led me on how to say this. I know there are many times bloodlines get intermixed. So that's why when I start praying, ‘Lord, those that are savable, save them. Lord, you have given promises to your children's seed, seed. I understand when we become a new creation, no matter what's in our bloodline, no matter what, we become a new creation, new blood, new everything through Jesus Christ. That means those promises fall down to our children, those that are truly our children. Take that to Jesus Christ in prayer. When I was praying, for example, for my son to be saved, much travailing in that. I was praying and I would tell the Lord, this is what your Word says. I would bring up…(the Lord being the Lord Jesus Christ,) Father God…. I would bring up Scripture. I have no problem saying, ‘Daddy God, this is what Your Word says. There's even times I'll say, ‘What are You going to do about it? This is what Your Word says and go repeatedly to Him until the burden is lifted.

 

I got a vision. He gave me a vision of my son preaching in the field and people coming running. I never let go of that. I started then thanking Him. ‘I thank you for saving my son,’ no matter how hard it looked, no matter how, you know, on the outside, the appearance looks like. ‘Whoa, what just happened? You know, he looks like he's getting worse. I held on and I held on to the Word of God that cannot fail. I held on because God would not be giving me a vision of him being saved and doing that unless he was savable. Then he's come to Lord and he's a firehouse. So, stand on the promises of God. I made a declaration like that, then stood on it. ‘You will not have my son. You will not have my grandkids. They are my children's seed. They're my seed of promise. My seed and seed, seed, my children and their children are promised. Then again, those that are savable and then him being saved now has that promise. That's how the bloodline can be preserved. But you got to pray about that for more understanding. I'm not going into that any deeper. There's a lot in there because I am aware of the activities of the kingdom of darkness. 

 

With all that being said, you can make a declaration and you can make a decree. The kingdom of darkness has twisted it and from my understanding, I didn't go into it a whole lot because the Lord said it had to do with prosperity where they would use, ‘I decree and declare’….now, this is just an example. I do not do this in Jesus Christ's Name for real. … ‘I decree and declare,’ again, I'm going to use, ‘if you will pay your tithes or you will send $20 a week to John Joe's ministry, you will receive $20,000. You receive blessings you cannot contain.’ That's a misuse of it. That's a misuse. That's manipulation to try to get people to donate. Do I believe in paying your tithes? I do. But you pay them to where they need to go. Don't let anybody manipulate you and they're to be used to further the Kingdom of God. That's my belief. Not them going to all that. That's a different thing. Search it out. Seek it out. I know there's some people that say you can't even pay your tithes. You can't know what 10% is. But you know what? I just simply ask Father God, what's 10% I need to pay? I just went to Him and then I give it, because I want to be a joyful giver. 

I want to bless people with what I've been given, no matter how small, how big, whatever…and not just that way. I want to be able to be a blessing. I give food when I can. I give clothing. 

I speak, try to be encouraging or admonish if I need to, correct, in Godly love. 

So decreeing and declaring, as we call it, to decree and declare really means making bold statements of faith backed up by the Word of God in the power and authority of Jesus Christ's Name. Take it to Jesus Christ in prayer. Try, test, and discern it. If it's not clear enough, Lord will have me come back and do more. That should be enough to give you an understanding. So if you hear me saying I decree something, Job 22:28. I do that in the authority of Jesus Christ as an official authority.Adecision that I've made or an order given, like casting out a demon or through my authority through Jesus Christ. If I make a declaration, I'm simply making an announcement or letting something be known. Just like again, we have Jesus Christ as our example. We have Paul. We have all the Word of God. 

These examples are throughout the whole Word of God. ‘Decree’ is in the Word of God itself. Declarations are made throughout it. What about when Thomas when Jesus Christ appeared to the disciples, when they were in the locked room after Jesus Christ had been crucified, but rose again.  Thomas was not with them, the other 10, because Judas was already hung himself. So, there were 10 disciples in the room the first time Jesus Christ appeared, but the second time Thomas was in there and he said he would not believe unless he could touch the nail prints, the scars in his side and his hands. Jesus reappeared and what did Thomas say? He made a declaration, ‘My Lord and my God,’ a declaration. He made something known. He made an announcement. ‘You are my Lord. You are my God. 

 

There are many ways to make a declaration. It's simply to make something known or an announcement. So, children of God, don't let that hinder you from making bold statements of faith and standing on them. Speak them out loud. You know, when you hear yourself certainly making these declarations, ‘Lucifer, you will not take my home in Jesus Christ's Name.’ Like if you're struggling to keep your home financially, ‘I'm standing on the promises of God. I've asked Jesus Christ to help me.’ There's nothing wrong with doing that. It's just those that misuse it and mislead people. Stay under the Blood of Jesus Christ always. Know that surely, He is coming. I love you all in Jesus Christ. I pray for my brothers and sisters continually, and that's something we all need to do and those to come. Don't just pray for your four and no more, your family. Pray for all and especially pray for those that, you know, curse you and spitefully use you. Pray for those that are in the kingdom of darkness that's savable to be saved in Jesus Christ's Name. God bless.
